[evlatests] [Vlbacoord] Meeting this Thursday on the FY14 Program Operating Plan

The presentation from this morning's meeting is attached.  It has been 
modified according to comments made at the meeting; Michael Rupen will 
send around a note about options for implementing 32 sub-bands per 
baseband on the VLA.  Thanks to all for a good discussion!
