[evlatests] EVLA Parameters dbase rollover, date change

To make better use of array time and to make the transition
in a manner that makes it easier to sort out any difficulties,
the date for the rollover from the Oracle based EVLA Parameters
dbase to the PostgreSQL version of the database has been
changed from Tue, 8/27 to Wed, 8/28/2013.

Wed, 8/28 is a maintenance day.

My apologies to those receiving multiple copies of this notice.
