[evlatests] EVLA Parameters database rollover

The change from an Oracle based version of the EVLA parameters
database to a PostgreSQL based version is still scheduled for
Tuesday, 8/27/2013.  If all goes well, the Oracle based version
will be disabled within a few days of switching to the PostgreSQL
version.

All applications that access the EVLA parameters database
(evlaparm) need to switch over to the new database.  The new
database is available now for trial runs & testing.

information about how to convert to using the PostgreSQL version
of the database, please contact either Daniel Lyons, Bill Sahr,
or Stephan Witz.
