[evlatests] Oddities at L-band (pointing, Tcal, Tsys, Psum, etc.)

i think rich fixed MCAF so that the value in the SDM is referenced to 
the middle of the subband, not the lower edge.  if so, it got deployed 
to production yesterday, and should have been in place for rick's test.
