[evlatests] Phase jumps on EA14

I looked at this, Drew and Debra provided lists of affected & unaffected
projects. It looks like ea14 B0D0 8-bit, and B1D1 3-bit are the ones
affected. I could find only 1 example of 3-bit data affected in the last
week.

The LO in common is ea14 L302-2, suggesting it needs a jumper cable add/
remove operation there.
