[evlatests] Failure. Ant 23, IF C fringe C132890

Are we still having this problem? I haven't heard if this has been 
corrected. IF-C is fringing but I don't know if the delay value is still 
jumping.

  Failure. Ant 23,  C132890 IF C fringe
amplitude is being flagged at K-Band. Delay is also jumping in value,
seems to be confusing Telcal on occasions. LO/IF Screen values look
normal.
