[evlatests] ea09 moved

The D303 has one dead transmitter and will be swapped out tomorrow.  The
D302 has one bad fiber probably on the antenna.  One of its channels is
weak but tests has normal power level from the D302.  It will also be
investigated tomorrow as well.
