[evlatests] Final holography test script, and Switched Power

    A final test of the modified holography script is successful.  The 
script now adds 10 extra seconds to any move in azimuth, to give the 
antennas time to settle down before taking the raster.  (Normally, the 
raster lines are done in elevation, since that motion has much faster 
settling time than the azimuth motion). 
   
    No other example of a 'lost command' or 'unsent command' has been 
found in any of the tests since that single instance was found last 
week.  Based on these statistics, the event rate for this problem is 
probably no higher than 1 in 500. 

    The most-empty SY table problem has been repaired (as reported by 
Michael on Friday afternoon).  All SY table data are present, and look good.
