[evlatests] Ant 14 U/X Mod

The LO group would like to install a set of prototype feed through 
panels on the top of the U/X converter on the next maintenance day. The 
purpose is to see if this modification will introduce any new unforeseen 
problems into the system.

This will add new cables and connections into the path, but will also 
better protect the new Dow Key switches from heliax over torquing.
