[evlatests] Lost Command (?) problem

this still does not mean that it's not a script problem and that there 
was a lost command.  the timing matters, so running it a different time 
can mean a different result.

we've seen no indication of lost commands in any other observing, and 
the fact that this is an extremely complex script still, to me, points 
to that as the culprit.
