ea24 is mosly up but there are some problems.

RCP is dead (no total power) at K, Ka and Q bands.  T303???
The DTS for IF C is didgy.  It loses sync everytime a script
is started.  IF B may also be doing this.  Kerry is aware of
the problem.

ea19 C band is dead at RCP.  Reported here in case it is a
new problem.

ea24 is working well enough that we will do X band pointing
tonight unless something else breaks before then.
