[evlatests] one more L-band note

    Forgot to note from last night's test that at L-band, ea26 provides 
no fringe power in RCP, but does provide apparently good fringes in 
LCP.  The system, however, flags both polarization.
    For ea23, the RCP gives good fringes, but LCP does not.  In this 
case, the data have not been flagged.
