[evlatests] Recent VLA Power Outage durations

Attached is a chart of the date/duration of power outages at the site since Jan 2011 as logged from the correlator power plant (it only reports those lasting seconds or longer).  The long outages each Feb & Aug are on purpose for bi-annual testing.

Ken and I were curious as to why the majority of outages were restored at about the same time (20'ish seconds).  Is it an SEC thing or the power plant itself taking that time before declaring the A/C power good?
