[evlatests] ea13 FRM slow?

    Antenna 13 apparently has a slow FRM.  I note that at all the bands 
that I've reviewed so far, ea13 is by far the mostly commonly flagged by 
the on-line system.  Approximately half of the observations have no 
valid data.  For most of the other half, the initial 5 to 10 seconds of 
data are flagged.  This behavior is consistent with a slow FRM (either 
focus or rotation) combined with my very short scans (typically 20 
seconds) at each band. 
    Is there other evidence that ea13 has a slow or unresponsive FRM?
