[evlatests] Noise Diode in ea01 at Q-band in LCP

    The switched power from ea01 at Q-band in LCP is extremely weak, 
especially at the high frequency end.  At 48 GHz,  we are seeing only 
.006 counts -- about 5% of the other IFs.  At 42 GHz, it is about 10% of 
normal.  At the same time, the summed power is also too low -- about 1/5 
of the other antennas.  This shouldn't happen, unless the T304 
attenuators are set to the lowest values possible.  Something is not 
right here ...
