[evlatests] Antenna 28 4th Cryo Circuit

We have an opportunity to outfit ea28 with its 4th cryo system. This 
task takes a week to perform. Resources are available next week for this 
effort so, I proposed removing the antenna from service Aug 20-27 for 
this work.  If this is unbearable for those concerned then we'll for 
look for another period to advance the work in this area.

I'd like to know by tomorrow whether this is OK.
