[evlatests] ea20 D delay

ea20 D still had problems this afternoon (after being moved to N36).  Although 
the DTS claimed to be aligned the "lumpy bumpy" bandpass was an obvious sign 
of Bad Stuff.  Re-aligning the fiber signals at the d304 has fixed this up for 
the moment.
