[evlatests] Correctness of Switched Power Corrections

1. The reference pointing and switched power issues are orthogonal, though
    both affect the flux accuracy.

2. Any observation that does include a flux calibrator can be used as a test,
    in AIPS and now in CASA. Skeptics and believers alike can try it.

3. I agree that we are not ready to dispense with flux calibrator scans for
    general users.
