[evlatests] Low fringes on antennas

I just ran X and Q sysstart on the array:

Ant 8 definitely has something strange going on with IFs A & C.  We had 
people on 8 yesterday, but I don't believe they touched the L302-1.  In 
any case, we will have to go look at the hardware tomorrow.

Ant 11 appears to have a problem in the Q-band receiver for the RCP 
side.  The FE group will take a look tomorrow.

The other antennas look to be fringing nominally and consistently across 
all 4 IFs.  Possible pointing for slightly lower amplitudes?
