[evlatests] Failures to Tune, at Q-band

this requires work at the module level.  in order for this to be 
flagged, we have to *know* that the tuning failed, and there is no way 
to do this currently.  at least that is my understanding of the 
situation.  the infrastructure is all there to get the flag in place if 
we know when it happens.
