[evlatests] Antenna 15 L-band

I forgot to notify everyone that FE swapped the L-band receiver that was in
antenna 13 into antenna 15 last Wednesday on maintenance day.

It is cold and appears to be alive and well. Defiantly ready for check out
and use.
