[evlatests] ea28 focus

ea28 was reported as not working well at the high frequency bands.
This was found to be caused by a 1.5 cm change in focus zero point.
I have changed the focus positions in the paramters database for
K, Ka and Q bands and asked the operator to run a focus check
before observing begins tonight.

If the FRM is examined and modified the focus settings will have
to be changed again.
