[evlatests] EA16 phase jumps

Observations taken this morning show significant phase jumps (> 100 degrees)
on ea16 that occur every ~4 minutes in both polarizations (see attached
plot; time is in UT).

These were seen while observing a single source  using a single frequency
setting for ~50 minutes.
