[evlatests] current 3-bit sampler incarnation status

Three-bit sampelrs were again installed in the usual antennas
today: ea12, ea15, ea22 and ea28.  A first sanity check was
made using a K band script.

the sampler in ea12 had to be reset before it looked reasonable.
The inputs to the sampler in ea28 are swapped.  The range of
input power required to achieve the niminal sampler RMS is now
10 dB.

The table below documents the power required for each
sampler using the script K3bit.  Column A is antenna/IF, B are
the required input and output attenuator settings, C is the output
power in dBm, D is the sampler RMS.
