[evlatests] Antenna 21 status

LO/IF has completed work on the Antenna. Some wiring in the Utility rack 
    needs correcting at some point in the future, this can be done 
anytime. Only the C-band receiver will be available until next week. 
There is still a DTS problem with IF-A and I have informed Rick and Kerry.
