[evlatests] ea16 status

Something has happened to the KU LCP. I plotted the first stage LNA
powerforms over the last couple of days and they are periodically good and
bad. We will get to it as soon as we can.

It looks like it is getting too windy to move it today.
I took advantage of that to see how well it works at the
high frequency bands.

K and Q both look reasonable.

Ku band is dead in LCP (IFs C and D) and weak in IF B.
these terms refer to power as seen at the T304.  It is
not clear whether the problem lies with the receiver
or the T303.  Last week in a brief look Ku band was OK
in all IFs, so  today's problem may just be a mis-behaving
band switch.
