[evlatests] API web site

Hi,

The API/wind web site (Todd Hunter's) was mentioned at the Monday meeting. I
said that I
would circulate the link to those that were interested; this is mainly for
those
interested in the observing conditions - the weather underground gives the
spectrum
of information for climbing on antennas, etc.
