[evlatests] Last six seconds problem ...

    It was speculated that the 'last six seconds' problem (non-closing 
randomized phases for the last 6 seconds of a scan, prior to a frequency 
change) might be due to some delay error issue.

    It is not.  I've run FRING for each record for the strong source 
3C454.3, and no change in delay is seen at the ends of the scans.
