[evlatests] MLO/correlator status

The work today with timecode signal distribution led to more
problems.  Sometime after three timecode A became unreliable
and all station boards switched to using timecode B.  We are
currently using timecode B, have adjusted delays and the
correlaotr looks to be happy.

Tomorrow the fiber/LO groups will try to trace and repair the
problems.  Joe assures me that the system will be available
by nine in the morning.
