[evlatests] No SY Tables!

Hi Rick,
The data appear to be in the staging area but have not
made it to the archive, i.e., when I download from the archive, I'm
not seeing the SysPower.bin
file in the SDM (though it is in the /home/mctest/evla/mcaf/workspace area!).
We'll need to catch John to see why this got dropped/didn't make it to
the archive.
