[evlatests] Strange Pulsing Phenomenon on 25B

Overlooked yesterday in my trolling of the recent data was a strange
pulsing phenomenon on 25B. A description follows. I've looked only at
the 6cm data, but it would be surprising the following was not seen at
the other bands. Note that each scan at 6cm follows an S-band scan, so
there is always a band change.

Close to 50% of the scans show all baselines with 25B, in all
subbands, with very low amplitudes (down by a factor of ~100, but
certainly not zero amplitude), except for every 10th record (= 10
seconds), which shows a 'pulse' of higher amplitude. In no case is this
pulse close to the correct value. This periodic pulsing is always in
place at the beginning of the scan, and lasts for anywhere between 3 and
10 cycles (that is, 30 to 100 seconds), after which the amplitudes jump
up to the correct level. In all cases, the restoration to proper
amplitude occurs on one of the pulses.
