[evlatests] Ant 27 phase jumps

    Antenna 27 is jumping on every scan at X-band also, on the BD side 
only. 

    But it's not the only one ... from my 'Herc A' demo run last 
Thursday night, I find:

    Antenna 26 if jumping on AC IFs at both C and X bands.
    Antennas 18 and 27 are jumping on BD IFs at both C and X bands. 

    In addition, antenna 3 has very poor phase stability --- not 
jumping, but 'wandering around' on all four IFs at C-band.
