[evlatests] evla is back

After a few hours most everything is back.  Here are athe exceptions
and cautions I am aware of.

ea22 X band receiver is out of order
ea14 Q band receiver is out of order

I have verified that everything works up to mcaf and telcal.
someone else should verifiy that data is really making it
to the archive.  If not KScottm and maybe John Benson, will
have to be invoked to be sure that lustre is configured
properly in the machine where the archive stuff works.
