The X, Ka and C band receivers seem to be working and have IF 
power in all 4 IFs.

The RTP also looks reasonable at -0.31180

1.  The signals from IFs B and C are swapped somewhere between
the down converters and the correlator station boards.  The
location of the swap can probably be isolated by manipulating
the D30x modules.

....Eric Chavez has confirmed that this probably true.....

2.  The polarizations from the C band receiver are swapped.
