[evlatests] Some RFI information

I'm not surprised at this - the birdies coming from the L301 that 
cause the birdie at 1408MHz actually exist all the way up into C-band 
(we could see them in bench tests). They are the product of the 
512MHz comb mixed with the output of the L301.  It gets into the RF 
path in the T302 LSC converter. I suspect these birdies are likely 
the source of this. If so the fix being worked on for the 1408 MHz 
birdie should take care of it.  More of those filters are on order.
