[evlatests] Strange Tcals and Switched Power behavior

Noise diode model transitions from on->off for every station board  
show that this occurs at
timecode hh:mm:ss.x78076 (+/- a microsecond or so)

where hh:mm:ss are arbitrary timecode hours, minutes, and seconds and  
'x' is any given 0.1 second ( i.e. x={0..9} )
