[evlatests] including helpdesk ticket IDs in JIRA

The new helpdesk ticket IDs cannot be entered into the appropriate field
in JIRA (type definition mismatch).  Until Stephan fixes the problem,
please enter the CASA-related helpdesk ticket ID into the description
field when you create the JIRA ticket.  Thanks.
