[evlatests] ECSV meeting schedule

As we transition to full EVLA Commissioning and Science Verification we 
have restructured the meeting schedule to be more focused and to avoid 
overlap in scope between meetings.  I think it is useful to summarize our 
meeting schedule moving forward, so that we are clear about what will be 
covered by a given meeting, and who should be attending those meetings. 
The main changes are (1) I am ditching the "science operations" part of 
the Monday morning meeting, and will cover science operations only at a 
high level as part of the EVLA construction project coordination meeting. 
More detailed tracking of commissioning targets will move to the Monday 
afternoon meeting; and (2) there will be a data review meeting on 
Thursdays at 9am.

EVLA Construction Project Coordination meeting: Mondays 9.30am, SOC317.

 	What: EVLA Construction Project Coordination; we will cover ECSV
 		issues only at a very high level.
 	Who: EVLA construction project staff, any interested scientific
 		staff.

EVLA CSV meeting: Mondays 1.30pm, SOC317 unless otherwise noted.

 	What: This will cover the overall status of EVLA commissioning and
 		science verification, including test plans for the coming
 		week, and reports from commissioning groups.
 	Who: All EVLA CSV staff.

EVLA data review meeting: Thursdays 9am, SOC317 or the auditorium.

 	What: Review test results and data quality from the previous week.
 		This will take over the EVLA Test and Transition Meeting
 		slots until further notice.
 	Who: All EVLA CSV staff, any interested engineering staff.

CASA users meeting: Tuesday 9am.

 	What: This is to cover any issues with data reduction in CASA
 		arising from ECSV tests or user's data.
 	Who: All EVLA CSV staff using CASA.

AIPS meeting: Wednesday 9am.

 	What: This is for discussing AIPS status and development.
 	Who: Any interested scientific staff.

EVLA OSRO readiness review: daily at 4pm.

 	What: Review the status of the system, decide on tests and
 		astronomical observations for the following 24 hours.
 	Who: Dickman, Chandler, Butler, Rupen, McMullin, Wrobel, others
 		as needed and as requested.
