[evlatests] pointing results, ea22 in particular

There was a successful X band pointing run last night taken
under calm, stable conditions.  More solutions were rejected
than I expect, but the remainder were consistent and usable.

Minor changes were made to ea09, ea11, ea21 and ea23

The jiggle to ea19 I reported about a month ago is now
gone away.

We now have a good estimate of tilt for ea22 and it may
be moved from the master pad when necessary.  Collimations
have been estimated for the high frequency bands, but not
yet checked.  The antenna should be usable at L, S, C and
X bands.
