[evlatests] ea22 first fringes

A quick check of ea22 was made at C band this morning.  More
work will have to await a lull in the Widar effort.  It fringes
at C band, but...

1.  IF signals for B and C are swapped.  This can be anywhere
between the downconverters and the station boards.

2.  There is excessive noise in the AC IF paths.  It might
be CW at a good fraction of the desired RMS power level.
Fringes are still seen, with a sensible bandpass in 128 MHz
despite this.
