[evlatests] evlamon now working

Evlamon, the monitor data archive, is now functional, and the
usual version of the monitor data query interface has been
tested against it and also appears to be working normally.

The volume of data that was in evlamon was so large that it
was decided to abandon the attempt to restore it. Instead,
the loading of new (current) data into evlamon was begun on
Tue, 6/29/2010, at approximately 9AM. Evlamon contains data
starting from that date & time, moving forward. If one
wants monitor data from a period before 6/29 @ 9AM, it can be
found in the backup monitor database, monstdby.

For reasons that would be tedious to explain and of no interest
to most, the data table that is used to produce the module
trees of monitor points was restored rather than regenerated
from the monitor data so it may not quite map, in all cases, to
the monitor points available in the database. We expect to
be able to eliminate this minor anomaly over the next week
or so.

So, for data earlier than 6/29/2010 @ 9AM, please use the
backup/standby database. The version of the monitor data
query interface that uses this database can be found at:

https://mctest.evla.nrao.edu/monstdby-monquery/main.faces

For data after 6/29/2010 @ 9AM, one can return to using the
standard database, evlamon. The version of the monitor data
query interface that uses the standard database can be found
at:

Finally Pat Van buskirk has asked that you email her if you
find any problems or oddities that may be related to the evlamon
database. If it is an urgent matter, you are welcome to
call her at 303-243-0737.

Thank you for your patience while this problem was addressed.
