[evlatests] more on s-and-f-test

At C-band on a few antennas (ea03,ea07,ea25) I see phase jumps across scans. 
This is in all spw and pols, and shows up in phase solutions also (not the
refant).  Attached are plots for LL for sub-band 2 chans 29-32 for those
three antennas of the raw data phases (vs ea28).  Some of those are on the
same (N) arm as 28, though 3 is at the end of the E arm.

I do not see this at X-band.

I may have missed this in emails in case its a known thing.
