[evlatests] WX table

This sounds to me like we're (correctly) reporting MJD nanoseconds in the 
SDM, but the filler is not translating those to days.  All times in
the SDM are (UTC) MJD nanoseconds.  The Weather Table in the SDM for
XWICloop.55239.624315381945 does have time in these units.
