[evlatests] SchedBlockType: From OPT to SDM

One of the properties of a project that makes its way from the OPT to 
the SDM is the SBTYPE (scheduling block type).  The OPT and the SDM use 
different strings for the valid values (sorry) for this field.  This is 
the translation:

    OPT          SDM
===========  ============
SCIENCE      OBSERVER
TEST         EXPERT
OBSERVATORY  OBSERVATORY

For official projects that are created from proposals, the projects 
(really the individual program blocks thereof) are labeled as SCIENCE.  
For unofficial projects created directly in the OPT the prog blocks are 
labeled as TEST.

"Expert users" have the ability to change this value in the OPT.  They 
may do so by changing the Observation Type value on the Program Block 
Details tab.

We introduced this property to the OPT's database with the update to 
version 1.03 on 21-Apr.  To initialize the column, all program blocks 
that were part of test projects (a boolean on the Project Details tab) 
were labeled TEST.  All other program blocks were labeled as SCIENCE.

All expert users who constructed projects that they intended to have 
labeled in the SDM as EXPERT or OBSERVATORY should examine their program 
blocks in the OPT and make changes as necessary.
