[evlatests] first evla U band fringes

The first Ku band receiver was installed in ea24 today.
It worked immediately upon being tried and the polarizations
were the right way around.  Delays have been set, pointing
is within an arc minute and will be set another day.  Even
with any small pointing errors ea24 is about 50 percent better
than the three remaining VLA antennas.

Only 27 more to go.
