[evlatests] reboot of EVLA machines

The reboot of the first machine, andy, went poorly and took much longer
than I expected.  Because of this I am not rebooting any other EVLA
machines unless they are hung because of andy being down for so long.
I will reschedule a reboot of the remaining EVLA machines for next week,
as I am done with with the EVLA upgrade for now.

If you notice any problems with evla machines please let me know.
