[evlatests] 1408 Birdie -- GONE (mostly)

From various discussions this morning, it looks like some form of
filtering is in order on either the output of the L301 or the LO
input to the T302 to fix this birdie problem. Based on a price we
have for a similar filter in the L300, the cost for this would likely
be in the ballpark of $30-40K. I spoke with Rick about getting a
sweep done of the system using the WIDAR to see if there are any more
of these birdies we need to worry about. It would be best to
identify as many as possible before we start buying filters.
