[evlatests] [widar-wg] phase flippiing is not in the correlator

Ken pointed out that there is a way for the Executor to do the
wrong thing.  It is in fact doing the wrong thing.  I have a
fix, but am unlikely to get around to testing it for a while.
And I do not absolutely guarantee that the fix will fix the
phenomenon.
