[evlatests] EA-17 Decommission

Due to the 22 antenna limit sending EVLA IF signals to the VLA 
correlator an older EVLA antenna must be decommissioned in order to add 
ea7 into the system.  The hardware folks chose antenna 17 to 
decommission.  It requires a number of updates of which can be done in 
the field without using many resources that would otherwise impact the 
outfitting schedule. 

Whether it be ea17 or some other antenna, the date of decommission will 
be ~8/04/09.  It's hopeful to turnover ea7 to Operations a few days 
after.  Those opposed to ea17 being decommissioned, please respond.
