[evlatests] Antenna ea15 passed operations acceptance tests

EVLA antenna 15 has passed the operations acceptance tests and will now 
be routinely included in observations.

Pointing is good enough for astronomy at X, L and K bands.  A pointing 
run will be worked into the schedule over the next week to adjust tilt 
parameters before it is moved.  Baselines have been updated.
